OK, but then by my earlier logic, do we even really need to say this at 
all?  It already says only the agents which do the checks should add the 
header.  The thing you cited which stated explicitly "border" and 
"delivery" MTAs normally do this stuff didn't actually say they're the 
only agents that do this stuff.
