This is, I think, the third or fourth time we've been through the "what does
discard mean?" thread.

Is there any way we can add interpretation notes to the existing RFC,
to clarify what it means, so we can avoid going over the same terminology
issues repeatedly (and, as a bonus, make the spec clearer for
implementors)?
