In the context of VBR, it's the same programming logic as him (or anyone) vouching for a particular domain as having trustworthy transactional or other mail.  He's just asserting ADSP on someone else's behalf in this case.

You can choose to trust his assertions (by querying his list on verification failures) or ignore them (by not querying him in the first place).  At least that's the theory, I believe.
