True, vanity domains likely won't bother to treat "rejectable"
differently than "except-mlist".  The only difference is in a case that
shouldn't happen.

But the advantage of "except-mlist" to vanity domains is that *many* more
senders are eligible to publish it.  They would otherwise use "unknown".

With the status quo, vanity domains can only protect themselves from
forgeries of:
  1. The minority of senders who truly send to no mailing lists
  2. Senders who recklessly assume that "all" is universally treated
     as "except-mlist"
