[ietf-dkim] On the Selector

Using the selector as input to a reputation process is a serious mistake.  It is 
discussed briefly in the Overview, which was just approved by the IESG:

    <http://dkim.org/specs/draft-ietf-dkim-overview-11.html#rfc.section.4.3>

Basing assessment on a value that includes the selector destroys the ability to 
use the selector for key management.
