If we accept the existing dogma that draft indicates "more stable" and 
that Proposed indicates "less", then Jim shouldn't have to answer the 
above question because he is operating under that dogma.  That's a more 
fundamental debate that should take place elsewhere (and has, to no 
one's benefit).
