Based on some of the rants I've seen, that seems a rather optimistic 
assumption.  Anyone who publishes "strict" is telling you that they 
*don't* want mail delivered.  Whether the mail they don't want to deliver 
is the same as the mail you don't want to deliver remains an open 
question.
