No, optimization for the normal case, a worse treadmill for the
legal-but-more-unusual case. Note I've actually implemented this
a long time ago. I have never gathered any statistics on what
percentages are "normal" vs. "unusual", but my cursory look a
long time ago suggested that it met the 80-20 rule.
