So, time's up, and our survey says:

9 people want: 1) Exclude this requirement (don't mention it)
0 people want: 2) Include this requirement as a MUST NOT
0 people want: 3) Include this requirement as a MAY
5 people want: 4) Include this requirement as a SHOULD
1 person wants: 5) Include this requirement as a MUST

We think that's good enough to call it as a (quite) rough
consensus for #1 and so Michael should remove that
requirement and Elliot should close issue 1386.
