[ietf-dkim] Issue 1365: drop "never send mail"?

[Hallam-Baker, Phillip]

There is an important difference in deciding not to do 'never send' because it is out of scope and because we are defering to the SPF scheme in this matter.

I would prefer to rule it out of scope.
