[ietf-dkim] New Issue: Clarity among the usage scenarios

I am not understanding what the basic difference is between usage 
scenario #1 and usage scenario #2.  It appears to me that both describe 
"I sign everything" domains.

Please clarify.

Along these lines, I suggest have some sort of crisp, descriptive phrase 
in the title for each scenario, as a label for what the scenario is 
describing.
