The query mechanism could certainly point to an alternate retrieval
mechanism such as http for long policy statements.

The DNS name *registration* mechanism is inherently essential to DKIM.

The DNS name *query* mechanism is certainly going to be essential to
initial
operation, but is it an inherent requirement long-term?
