[ietf-dkim] draft-ietf-dkim-base-01 submitted

I have submitted draft-ietf-dkim-base-01 per request by our chairs. 
This version should, I believe, contain everything that had consensus 
in Dallas, but doesn't include some of the later updates.  However, 
it's quite possible I've missed something, which I'll roll into -02.
