No.

I am saying that they have *exactly* the same meaning.

English does not distinguish semantic based on case and the IETF usage does not 
change the English.  The relevant RFC that specifies the use of these normative 
words does note that they are often in upper case, but it does not specify any 
distinction between upper and lower case.
