I was under the impression that INCH was a political football, so
something that looks like quasi-INCH could be an issue.
Also, from a purely technical point of view, ARF is multitype/report which
means that it always has one (1) email message attached. Trying to use it
for something other than mail reports really would be driving nails with a
screwdriver.
Given how complex INCH is, it might well be worthwhile to make subset
profiles and tools to help people use it but that's not part of an ARF
effort.
