1 & 2 look fine to me. 4 is probably OK.

But point 3 states that integration of ARF with DKIM records is  
something that will be done by the group, which I don't think is good.

(Not that I think that doing something to report DKIM failures is  
necessarily a bad idea, it's just not something that should be a fait  
accompli in the charter. It might be better in the DKIM world than the  
ARF world too, as that's where the operational experience is.)
