[feedback-report] Mixed text and mime?

I created the list and added them to it because I was sending ARF format
and got complaints. In some cases the messages bounced refusing email
with attachments.
I'm with you - I wish everyone would take this standard format. It's a
good standard. But even big companies often have morons running their
email systems.
