If the recipient can't handle MIME, odds are good that they can't
do much useful with reports in any format.

Spamcop reports are a good example of what happens when
the sender doesn't send MIME. The original mail is included
inline, as plain text, in the report.

If, as is not unusual, the original mail was base64 encoded
then there's no way for the recipient of the report to see the
content of the original mail without jumping through some
horrible hoops or having some overly smart ticketing
software.
