ARF is the wrong end of the hose for this.
It makes tons of sense for you to mark your outgoing transactional
mail (and for people to certify it so your marks are credible*), but
ARF is what happens after someone pushes the spam button, too late to
mark it there.
* - so come talk to me about DAC and VBR, ok?
